TransPosition has often worked with other consultancies, often providing specialist services to a larger team. We have worked with many of the larger consultancies, including GHD, SKM, AECOM/Maunsell, Cardno and Arup. We have also developed a close relationship with a number of other specialist consulants, and we work together whenever we can. This allows us to broaden the range of services that we offer, and to work with some of the most experienced planners in the industry.

Brian Lister

Brian Lister has developed specialist skills in transport planning, in integrated land use and transport planning in a multi-disciplinary environment. He has an extensive understanding of the dynamics of development and in strategic and centres planning. He provides a high capacity for innovation and creativity in problem solving around urban development and infrastructure planning and the demonstrated delivery of planning innovations and the timely delivery of required outcomes. Brian also provides more broadly based skills in general infrastructure planning and in developing and implementing infrastructure charging regimes and coordinating infrastructure provisions with development needs.

He offers extensive and specialist knowledge and experience in: Project management, including Water and Sewer Master Planning Infrastructure master planning, policy and strategy development, Transport planning and land use modelling, TBL and economic evaluation, Multi-disciplinary integrated land use and infrastructure planning, Strategic and business activity centres planning and development plan preparation, Infrastructure financing, coordination and infrastructure charging regimes, Project prioritisation, capital and planning budget preparation and monitoring, and Preparation of guidelines and implementation manuals.

Since the introduction of IPA, Brian has been directly involved in developing frameworks, guidelines, technical notes, providing input to State reviews of the infrastructure charging provisions of IPA, preparation of ICPs and developing supporting policies and business systems for infrastructure charging. He has developed a small area development projection framework specifically for PIP applications that has been used and successively improved in applications within Caloundra, the Gold Coast, Caboolture and Brisbane CC PIPs, PIAs and LGMS and holding capacity analyses.

Brian was responsible for the preparation and management of the initial Infrastructure Charges Plans prepared by Brisbane City Council under the early IPA legislation, for the preparation of the Gold Coast PIP (currently the only adopted PIP) and a number of other PIPs and transitional PSPs. Detailed growth projections were prepared as part of this using an innovative combined ‘top down and bottom up’ forecasting approach, developed by Brian. The State has signed off on both the projections and the PIA for the Gold Coast as well as other PIPs which he has prepared in Caloundra City and Caboolture.

During this time Brian has led research and development aspects of infrastructure charging philosophy and procedure development, which also led to the preparation of an ICP preparation guideline for SEQROC.

Brian has been extensively involved in community and development industry consultation over ICPs, PIPs and ICSs and their underlying principles and their implementation requirements. State sign-off has been obtained for the growth projections and the PIA in relation to the PIPs he has authored generally through extensive discussions with PIFU and other State agencies.

Ken Davidson

Dr Ken Davidson has had over forty years experience in transport network strategy, from the original 1962 Road Plan of Queensland, through the Transport Studies of the 1960s, the developing science of transport network analysis and evaluation that followed, and more recent major network issues in many different locations.

He has been an analyst, modeller, researcher, lecturer, network manager, policy manager, operating system manager, and specialist consultant in transport network development and strategy. He has worked for all three levels of government and, as a consultant, has worked with many transport authorities.

As a researcher he made significant contributions to all aspects of transport network modelling and developed a completely new accessibility-based evaluation technique which allowed impacts on land use to be explicitly included in the evaluation.

During the time he was responsible for the planning and development of the Canberra and ACT transport network, he personally negotiated the community and political acceptance of the very sensitive Molonglo Arterial between Black Mountain and Lake Burley Griffin and in the process introduced many variations to the design.

After the collapse of the Tasman Bridge he had a major executive and creative role in the development of Hobart’s road system to minimise the effects of a repeat of the disaster and to set up the city for ongoing development. As a consultant to the South Australian Government he undertook a major accessibility analysis of the need for a new southern freeway in the context of new regional growth around Noarlunga and had his recommendation accepted that the freeway should be long deferred in favour of a strong policy of local job creation.

Davidson had a significant creative role in the development of the Toowoomba Bypass and Second Range Crossing, and the associated rail issues. He has done significant work on both the Queensland and national road and rail networks. He has a very detailed knowledge of the SEQ region, having been involved there for all but seven of the past 43 years as Main Roads Engineer, founder of the transport engineering courses at UQ, Manager of Brisbane Transport, and specialist consultant over significant periods of the past 12 years to Main Roads, Queensland Transport and QR. His consultancies and earlier work in other jurisdictions have also given him wide comparative experience.

Tony Hannigan

Tony has 20 years experience as a GIS specialist for State and Local Government in Queensland. He has been the GIS Coordinator for the GCCC Planning Department, as well as the corporate head of GIS for the GCCC. He has been the State Account Manager for Queensland and Northern Territory for the MapInfo Corporation, and for the past 3.5 years been an independent consultant specialising in PIP and LGMS data management and development for : Gold Coast City Council (PIP) and 2008 PIP Review Caloundra City Council (PIP and LGMS) CalAqua (Water and Sewer Population forecast and Demand Model) Caboolture Shire Council (PIP) Redcliffe City Council (PIP) SEQ Council of Mayors (LGMS Regional Consolidation).
